Thorid then tells Arken to find a financier. The government requires the participating bidder to put down Kr12 million as a security deposit to show the seriousness of its intent to tender for this project. Arken whistles at the substantial of money involved just for the security deposit alone.

To be certain that things go smoothly on his side, Thorid summons his assistant Qurida after Arken leaves. He tells her that he has arranged for her to be "stationed" at the Ministry's project office and she is to report everything that goes on to him. Qurida tells her boss that it would a pleasure to carry out his task.

Arken is gleeful at the thought of such a huge project. He starts to market his company by saying that Thorid made the right choice since Global Tech Corporation has extensive experience handling environmental projects.

However, Thorid cuts him off. Thorid tells him he's aware that GTC is nothing but a shell company. He knows that Arken outsources all GTC's projects to other companies and instead charges them a "management fee" to oversee their work. Thorid knows that even then GTC doesn't always manage its sub-contractors and consequently the projects well.

Thorid is remorseful that he has no choice but to use GTC since the other Urtian companies are even less reputable.

As the men walk out of the Ministry, the Minister thinks to himself that he has slaved twenty years for his country and has nothing to show for it materially. He deserved better. As they walk towards Thorid's car (the picture continues on the next page) the Minister exclaims that Thorid's vehicle is one of the fastest and most intelligent roadsters available today. He hints that he was thinking of buying one for himself. So Thorid thinks that as payment for the Minister's assistance that could be arranged. The Minister just has to lease the vehicle and Thorid would give him the cash to pay for it. That way there would be less of a paper trace on the both of them.

Back at his office, Thorid calls his business associate in Urt. Half way across the globe the phone rings.....

Thorid's assessment of the political situation surprises the Minister. The Minister notes that Orguf and Arguld, the two inner members, have been after a seat in the Chamber of Lords all year. It is nothing that he can't take care of since he chairs the Chamber of Lords.

The two men then discuss ways to sway the politics of Congress in favour of a team from Urt. Thorid weighs his chances of winning the tender and decides that he will call his business associates in Urt to join in the bid.

As they leave the room, Thorid gets assurance that he can count on the Minister's support in his endeavour. The Minister makes it clear that this project means big money and in exchange for his help he knows that Thorid will take care of his "interests."

After the meeting is over, Thorid stays behind to speak privately with the Minister. Thorid airs his concerns that Sairis's political relations with the northern belt countries have deteriorated more than the environment. He points out that the Supreme Congress isn't going to like engaging a company either from Roq or Ceitnar.

Thorid proposes that he could get a team from the country Urt, one of the few allies of Sairis, to bid for the project. The Minister listens grimly. Urt is not known for preserving their own environment. The Minister feels that the elder members of Congress will surely object to the team.

Thorid however is confident that those three objectionable senior members of the Supreme Congress can be easily bought off since they are close to retirement and would need some extra cash. After all, in his mind, it's a small price to pay to ensure things go smoothly. Instead he is more concerned about the two inner members of the Supreme Congress who have been pushing the government to develop better political relations with the northern belt countries.

The Supreme Congress had appointed the Ministry of Environment to handle all administrative matters related to the project including sending out the invitation tenders. The future of all Sairisites laid in the hands of the Ministry.

Several months after the decree by the Supreme Congress, Thorid, a wealthy Sairisite businessman is invited to the Ministry to discuss the status of the project with the Minister and his top aides.

At the meeting, the Minister demands his aides to explain the status of the project. Invitation tenders had been sent out some time ago and the Supreme Congress was getting impatient over the results. The official explains that so far five companies have responded but only two are truly qualified to bid. Both companies are from the northern belt; one company is from the country Roq and the other is from Ceitnar.

June 2025. Unfettered capitalism did not bring about a better world as imagined. Instead the clamour for individual wealth had stripped the world of its natural resources and threatened the very existence of man. In the Sairis Empire, the problems have reached a critical point.

The reclusive government of Sairis realises that it does not have the technical expertise to rehabilitate the country's natural resources and environment. It would be an enormous task following decades of environmental abuse and neglect and the government would need external assistance. After considerable debate, the government decided to invite private companies from around the world to assist in this massive undertaking. This is a considerable step forward since the country does not have many allies.

However, the ambitious task to rehabilitate Sairis's air, water and soil conditions would disrupt the immediate livelihood of millions of its citizens. Bearing in mind the difficulties ahead, policymakers decided to keep the requirements in their invitation tender to a minimum. This would allow the bidding companies to come up with fresh ideas unhindered.
