The Supreme Congress had appointed the Ministry of Environment to handle all administrative matters related to the project including sending out the invitation tenders. The future of all Sairisites laid in the hands of the Ministry.
Several months after the decree by the Supreme Congress, Thorid, a wealthy Sairisite businessman is invited to the Ministry to discuss the status of the project with the Minister and his top aides.
At the meeting, the Minister demands his aides to explain the status of the project. Invitation tenders had been sent out some time ago and the Supreme Congress was getting impatient over the results. The official explains that so far five companies have responded but only two are truly qualified to bid. Both companies are from the northern belt; one company is from the country Roq and the other is from Ceitnar.
