The unscrupulous move in a pack and money is their common language. They understand each other and co-exist on a set of back-scratching rules. It's a symbiotic relationship requiring a minimum of two persons to participate. One to give and the other to receive. However, there is usually a less obvious third-party: those that got cheated.
