June 2025. Unfettered capitalism did not bring about a better world as imagined. Instead the clamour for individual wealth had stripped the world of its natural resources and threatened the very existence of man. In the Sairis Empire, the problems have reached a critical point.

The reclusive government of Sairis realises that it does not have the technical expertise to rehabilitate the country's natural resources and environment. It would be an enormous task following decades of environmental abuse and neglect and the government would need external assistance. After considerable debate, the government decided to invite private companies from around the world to assist in this massive undertaking. This is a considerable step forward since the country does not have many allies.

However, the ambitious task to rehabilitate Sairis's air, water and soil conditions would disrupt the immediate livelihood of millions of its citizens. Bearing in mind the difficulties ahead, policymakers decided to keep the requirements in their invitation tender to a minimum. This would allow the bidding companies to come up with fresh ideas unhindered.
